三国时期，邪恶的巫师张角想凭借太平教的力量，将关羽、张飞等名将封在象棋棋子中，吞掉整个天下。 这时，有一位将军牺牲自己的性命击败了张角，他就是大名鼎鼎的刘备！ 两千年后，张角重新复活，女神仙诸葛亮为了阻止悲剧的再次发生，动身去找刘备的转世之人。 她要转交给刘备的是传奇英雄的变身器，它是将那些封印在象棋棋子中的将军的力量与人类相结合，制造出来的变身装置。 一个名叫刘备的少年偶然捡到诸葛亮丢失的变身器，变成了“传奇英雄”， 但这少年根本没有英雄的气概！就这样，本是来寻找英雄的诸葛亮反而和一个胆小鬼变成一伙， 而懦弱的少年刘备无意间肩负了拯救世界的使命。两个人开始了对抗张角的大冒险！
