剧情简介
包公（金超群 饰）奉命彻查蔡河决堤事件的始末，都水监杜平向包公揭发王公大臣于蔡在河边私自搭建亭台楼阁导致惨剧。然而，机敏过人的公孙策却在其中发现了疑点，大坝工程的偷工减料才是蔡河决堤的首要原因，而杜平的舅父罗琼则牵扯其中。 来自日本的暗香公主前来大宋和亲，被封为和妃，仁宗贪恋和妃的美貌，一时间和妃成为了后宫中的红人。和妃流产，平日里和和妃交往甚密的庞妃成为了最大的嫌疑人，在包公的火眼金睛之下，一些阴谋无处遁形。原来，和妃此行的目的是助日本藤原家族篡夺大宋江山，而八王爷（龙隆 饰）则因为没有被选为皇位的继承人而怀恨在心，企图报复。
