剧情简介
1949年，新中国成立在即，地处华南的冷江市，国共两党还在进行最后的较量。为了解放冷江，我军张志坚师长和国军蔡英豪师长领兵激战。由于地形易守难攻，我军遭受重创，暂时撤退。冷江市内的地下党积极展开工作。傅品千表面是教会医院院长，在这个身份的掩饰下，他做了多年的地下党工作，为了不让人民受更多的战事之苦，傅品千全身心为和平解放冷江奔走着。我党人员始终坚持把人民利益放在第一位，而国民党内部为了各自的利益四分五裂。傅品千等人经历重重困难，终于成功收编了几千人员的土匪队伍，揭开了日军残余队伍的秘密，促进了国民党蔡英豪、鲁多云领兵起义，在新中国成立前向党交出漂亮答卷：和平解放冷江！
